At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on August 20, 2020 through the City’s website; www.springfieldcityhall.com, during normal business hours.

The City, with guidance from the Thomas J. O’Connor Animal Control and Adoption Center is seeking a consultant to perform a feasibility study for a potential Springfield Dog Park. The Dog Park (“PARK”) is to be located in the City of Springfield; the feasibility study will focus on identification of park location and design. Total cost of the study is estimated not to exceed $35,000.00.

Pricing must be submitted separately than technical proposals and will not exceed the identified limits. Projects is CPA funded. The contract between the City and the Designer will include designer services through schematic design, design development, construction contract documents, bidding, award of constructions contract(s), construction administration, final closeout and warranty period of the potential Project.

These solicitations are for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement to an extent as determined by the City. Proposers must submit written questions no later than August 28, 2020 at 4:30 P.M. (ttheocles@springfieldcityhall.com.). There will be NO scheduled site visits, but proposers are encouraged to see the sites in question (all open to public access).

All Proposals becomes the property of the City of Springfield. The Chief/Deputy Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
