at which time the bids will be publicly opened and read. Bid documents and specifications will be available at no charge beginning February 26, 2020, at the Office of Procurement from 9:00 A.M. to 4:30 P.M., or through the City’s website; www.springfieldcityhall.com. Please refer to the bid number and opening date when requesting.

The Department of Parks, Buildings & Recreation Management, Facilities Division, is seeking Contractors to perform On-Call and Scheduled Welding Services at various locations.

The City intends to award a contract to the Contractor that is the lowest responsible and eligible bidder(s). The estimated value of the contract(s) is Seventy Five Thousand Dollars and 00/100 ($50,000.00) per year. The bid is governed by Massachusetts General Laws (MGL) Ch. 30B §5 and other procurement statutes.

All questions regarding bid or its specifications must be received by the Office of Procurement by March 5, 2020 at 4:30 P.M. (ttheocles@springfieldcityhall.com). The City of Springfield goal of twenty (20%) MWBE participation applies. Massachusetts Division of Occupational Safety Prevailing Wage rates may apply.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
