At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on November 27, 2019 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com during normal business hours.
The City of Springfield (“City”) is seeking proposals and invites all interested, qualified persons or firms capable of providing Public Works Design or Engineering services, to submit proposals for Public Works Designer/Engineering Services for the project entitled; “Redevelopment of Walsh Park”, a Public Park in the City of Springfield, Massachusetts. The contract between the City and the Designer will include designer services through schematic design, design development, construction contract documents, bidding, award of constructions contract(s), construction administration, final closeout and warranty period of the potential Project.
Total estimated construction cost is $1,100,000.00, including Design/Engineering fees. This is Designer Selection is for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement to an extent as determined by the City. Proposers must submit written questions no later than December 5, 2019 at 4:30 P.M. (ttheocles@springfieldcityhall.com.). There will be an optional site visit 12/2/19 at 10:30 A.M. at or around 180 Freeman Street.
The City of Springfield supports the goal of twenty percent (20%) minority and women (MWBE) participation in all contracts. All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so.

No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
