At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on October 28, 2019 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com during normal business hour for no charge.

The City of Springfield is looking to secure a single Proposer to provide programmatic assistance and consulting to the Springfield Library Department. The proposer is also to help the administration and implementation of its “Reading Success by 4th Grade Strategic Communication Service (RS4G) program. The term of the Contract shall be for One (1) year and will be for an amount not to exceed $37,500.00. The City will also retain Two (2) one-year in length renewal options, to be exercised at the City’ sole discretion. This RFP is governed by MGL Ch. 30B § 6.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
