20-017 - Operation of Preschool Program(s) at Early Childhood Education Center – Per Bid No. 20-017

Springfield Public Schools is requesting proposals for a licensed early childhood education organization, to develop and manage a total of four (4) preschool classrooms located within the Early Childhood Education Center (ECEC) at 15 Catharine St. in Springfield, MA. This public-private partnership will serve the early education and care needs of future SPS students, in alignment with the district’s complete educational plan. The successful proposer will be responsible for the licensing, supervision and staffing of the classrooms and the operation of the proposer’s program will be at the sole cost and responsibility of the successful proposer.

The successful Proposer must be fully licensed by the Commonwealth of Massachusetts as a large group school-age program. Proposed programs must be either accredited by the National Association for the Education of Young Children or participating in the Quality Rating and Improvement System (QRIS).

The successful Proposer will be responsible for all permits, licenses, inspections, and ensuring compliance with all legal requirements for the operation of the program. The Proposer will be solely responsible for the health and safety of all children while in its care.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
