At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on May 16, 2019 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com during normal business hours.
The City of Springfield seeks a multi-service professional engineering firm to perform a feasibility study on The Highland Division Rail Trail; the feasibility study will focus on the trail segment through the East Forest Park neighborhood, from Watershops Pond to the East Longmeadow, MA border.
The Consultant Fee for the feasibility phase is to be a set fee, not to exceed $63,200.00. Estimated Construction Cost is TBD. This is Designer Selection is for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement to an extent as determined by the City. Proposers must submit written questions no later than May 23, 2019 at 4:30 P.M.(ttheocles@springfieldcityhall.com.)
The City of Springfield supports the goal of twenty percent (20%) minority and women (MWBE) participation in all contracts. All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so.
