at which time the bids will be privately opened and logged in the Office of Procurement. RFP documents will be available beginning April 8, 2019 in person at the Office of Procurement or through the City’s website www.sprigfieldcityhall.com for no charge.
The City is seeking bids from qualified individuals, corporations or business entities (whether for profit or nonprofit) to operate manage and maintain a food concession facility at the Forest Park Ballfield in Springfield, Massachusetts. The successful proposer will, at a minimum, provide affordable, high quality food and beverage items for consumption in a Park environment during a minimum operating season of March 30th though November 30th, daily (seven days a week). This bid falls under Massachusetts General Laws M.G.L Ch. 30B §6 and other procurement statues. Concessionaire shall have a minimum of 5 years experience operating and managing concessions.
The concession area is required to be properly outfitted by the Concessionaire and is required to meet all applicable requirements of law, including building and health/safe codes and regulations. The concession is expected to be prepared and open by a date to be established by the DPB&RM after selection of a Concessionaire but no later than the Sunday prior to May 1, 2019, unless such a later date is specifically approved by the DPBRM.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. The Chief Procurement Officer or her designee reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
