19-110 - Request for Information, Police Body Worn Camera System
End date: Friday March 15, 2019 at 2 p.m.1.The City of Springfield, Massachusetts (the ‘City”), acting through its Police Department, issues this Request for Information (the “RFI”) to parties (individually referred to as a “Respondents”, “BWC Providers”, or “Vendors”) who wish to submit responses to the City’s Request for Information regarding Body Worn Cameras.
2. Responses to this RFI shall serve solely to assist the City in understanding the current state of the marketplace and technology associated with regards to the solicited information or to inform the development of a possible solicitation for a Request for Proposals for a Body Worn Camera program/solution in the future.
3. This RFI does not in any way obligate the City to issue any solicitation or to include any of the RFI provisions or responses in any potential solicitation. Responding to this RFI is entirely voluntary, and will in no way affect the City’s consideration of any proposal submitted in response to any subsequent solicitation, nor will it serve as an advantage or disadvantage to the respondent in the course of any RFP that may be subsequently issued.
4. This RFI is not intended to supplant or circumvent an M.G.L. Ch. 30B RFP process, and is being conducted to further market research and educate stakeholders who will utilize the information learned to develop a Springfield BWC system strategic plan.
1. Submission of RFIs. Respondents are required to submit One (1) original RFI Technical Proposal and One (1) Digital Copy on a Thumb Drive or Disk. Respondents may also to email a copy of their RFI response to the contact listed below. Any RFIs must be submitted in sealed envelopes each of which shall be clearly identified on the outside as; package “RFI No. 19-110, Police Body Worn Camera System”. The RFI envelope shall be placed inside a single container (box, envelope, etc.) clearly identified on the outside as Respondent’s name; package “RFI No. 19-110, Police Body Worn Camera System”, with RFI number and opening date, The proposal shall be delivered to the address below:

2. Respondent forms shall be completed in ink, computer or by typewriter. The official address of the partnership shall be shown below the signature.
3. Each RFI submitted shall contain an acknowledgment of receipt of all addenda (the numbers of which shall be filled in on the form). The address to which communications regarding the proposal are to be directed shall be shown.
4. RFI responses must be received by 2:00 PM EST on March 15, 2019. RFI responses received after the RFI opening time will not be accepted. RFIs delivered to any other office or location will be rejected as non-responsive. If at the time of the scheduled RFI due date, City Hall or the Office of Procurement is closed due to uncontrolled events such as fire or building evacuation, the RFI opening will be postponed until 2:00 PM on the next normal business day. RFI’s will be accepted until that date and time.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
