At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on February 6, 2019 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com during normal business hours for no charge.

The City of Springfield seeks qualification and price proposals from qualified Public Works Design/Engineering Professionals to perform services for the project entitled; “Rehabilitation of Emily Bill Park”. The Scope of services will include, but will not be limited to the redesign of existing park open space for passive recreational by the public, with special attention to improved park pedestrian access, installation of an interactive water feature, flagpole, park amenities and signage; gathering areas, places for art, utility connections, and landscaping, as well as survey, permitting and coordination. Additionally, the design and engineering of the park entrances and other attractions shall meet current Massachusetts and ADA compliance regulations.

There will be an optional site visit on February 12, 2019 at 10:00 A.M on site at the park (275 Franklin Street, Springfield, MA ) For questions regarding the site visitation, please contact Laura Walsh, available at (413) 886-5186.

The Design Fee is to be a fixed fee, not to exceed 10% of the Estimated Construction Cost, which is $650,000.00. This is Designer Selection is for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement to an extent as determined by the City.

All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer/Designee reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent (20%) minority and women (MWBE) participation in all contracts.

No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
