At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available beginning on November 14, 2018 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com.

The City of Springfield is soliciting Request for Services for a qualified “Designer” within the definition of M.G.L. Chapter 7C § 44-57 to provide Designer Services for the feasibility study and schematic design phase for the William N. DeBerry Elementary School, located at 670 Union Street, Springfield, MA. Awarded contract may be amended to include continued designer services through design development, construction contract documents, bidding, awarding of construction contract(s), construction administration, final closeout and warranty period.

All interested parties should attend a briefing session at the William N. DeBerry Elementary School,
670 Union Street, Springfield MA scheduled for Wednesday, November 28, 2018 at 3:30 PM. Contact: Mark Caulton, 413-784-4747. Potential proposers are strongly encouraged to attend the briefing session. The estimated construction cost of the project is between $80- $90 million dollars, depending on the final solution agreed to by the City and the Massachusetts School Building Authority. The Design fee will be negotiated.

All questions regarding the RFQ must be made in writing and received by the Office of Procurement no later than December 5, 2018 at 4:30 P.M. in order to be considered. Questions will be answered via numbered addenda and distributed to all plan holders by the Office of Procurement.

All RFQ responses must be delivered in sealed City to do so. The City of Springfield supports the goal of twenty percent minority and women packages clearly labeled with the City’s RFQ number and firm name to the Office of Procurement no later than December 12, 2018 at 2:00 P.M. All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the (MWBE) participation in all contracts.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
