at which time the bids will be publicly opened and read. Bid documents and specifications will be available at no charge beginning October 31, 2018, in person at the Office of Procurement from 9:00 A.M. to 4:30 P.M., or through the City’s website; www.springfieldcityhall.com. Please refer to the bid number and opening date when requesting. The services included in this bid will fall under M.G.L. Ch. 30§39M and other applicable procurement statutes.
The City is issuing this solicitation for qualified on-call contractors for site work/excavation contractor services. Contractor is to provide all materials and labor, including all properly trained and licensed staff, materials, and application implements on an on-call basis.
The City intends to award a contract to up to Five (5) contracts to the contractors that are the lowest responsible and eligible bidder(s). The estimated value of the contracts is $500,000.00) per year. The City retains the option to renew any resulting contracts for another two one-year terms.
All questions regarding bid or its specifications must be received by the Office of Procurement (ttheocles@springfieldcityhall.com) by November 7, 2018 at 4:30 P.M. The City of Springfield goal of twenty (20%) MWBE participation applies. Massachusetts Division of Occupational Safety Prevailing Wage rates apply. The Office of Procurement reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
