At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on August 1, 2018 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com during normal business hours.

The City of Springfield seeks a multi-service professional engineering firm to complete all steps, as required by the Massachusetts Department of Transportation, Highway Division necessary to prepare Highway Design Submissions and conduct a Design Public Hearing using the planning study previously prepared for the McKnight Community Trail.

The selected consultant will be required to review the previous planning study, perform traffic engineering design, roadway design, bridge design, culvert design, utility analyses, pedestrian improvements and multimodal pathways, streetscape enhancements, lighting analyses, etc. A full copy of the final McKnight Community Trail study document can be found under the heading DPW Projects on the Department’s website under DPW Projects.

There will be an optional pre-submission conference on August 15, 2018 at 9:30A.M. at 70 Tapley Street, Springfield, MA 01104. It is highly suggested that firms wishing to submit a response to this RFQ attend the conference to be able to address any issues or ask any questions.

The Design Fee for the initial design phase is to be a negotiated, not to exceed $300,000.00. Estimated Construction Cost is not to exceed $4,500,000.00. This is Designer Selection is for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement to an extent as determined by the City. Proposers must submit written questions no later than August 22, 2018 at 4:30 P.M.(ttheocles@springfieldcityhall.com.)

The City of Springfield supports the goal of twenty percent (20%) minority and women (MWBE) participation in all contracts. All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so.

No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
