18-122 - RFP Redevelopment of Pine and Walnut Street Parcels
End date: Monday April 23, 2018 at 2 p.m.The City of Springfield is requesting proposals for the redevelopment of the property known as Pine & Walnut Street Parcels. The property is located in the Six Corners Neighborhood and the property consists of three (3) distinct parcels, ID # 11952-0037; ID # 11952-0038 and 09715 - 0205, totaling 12,837 square feet. The total assessors’ value of the three parcels is $37,200.
The three (3) parcels are located in the Six Corners Neighborhood. The section of the neighborhood is considered a mix of commercial and residential uses. The Six Corners Neighborhood location is located just a short drive from the entrances to Interstate 91: Interstate 291 and the Mass Pike.
Both the private and the public sector have invested heavily in the Six Corners Neighborhood, which has revitalized significant portions of this community. The site is also a short drive to the City’s downtown, which houses many of Springfield’s cultural amenities. These amenities include Symphony Hall, City Stage, the Library & Museums at the Quadrangle and the MassMutual Center. The primary commercial corridor of the City runs along Main Street to the north and south. The Main Street corridor is characterized by numerous small storefronts, shopping centers and office buildings.
Given the location of the Pine & Walnut Street parcels that are situated in the Six Corners Neighborhood and its proximity to Springfield’s numerous assets, the City believes that this site offers a unique opportunity for redevelopment.
PROJECT PROGRAM PARAMETERS
The City is soliciting proposals from developers interested in undertaking a development project. The Request for Proposals (RFP) has been developed to permit maximum flexibility to potential developers.
Developers are requested to provide their own development concept plan(s) consistent with surrounding land uses. Proposals shall also contain an analysis of the method in which the Proposer will mitigate the impacts upon transportation, utilities, the environment, etc. caused by the proposed project.
