At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on December 15, 2017 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com during normal business hours for no charge.

The City of Springfield seeks qualification and price proposals from qualified Public Works Design/Engineering Professionals to perform services for the project entitled; “Redevelopment of Van Horn Park”. The general scope of services shall include the redesign of existing park open space for active and passive recreational use for the City of Springfield, with special attention to improved park pedestrian access, installation of playground and site amenities and signage; as well as landscaping and lighting improvements. Services shall also include the necessary survey, permitting and coordination with other interested parties for the redevelopment of Van Horn Park. Additionally, the design and engineering of the park entrance shall meet current Massachusetts and ADA compliance regulations

There will be an optional site visit on December 21, 2017 at 2:00 P.M. Proposers are strongly encouraged to attend the site visitation on site at Van Horn Park, located at or around the area 623-625 Armory Street. The Design Fee is to be a fixed fee, not to exceed 10% of the Estimated Construction Cost. Estimated Construction Cost is not to exceed $600,000.00. This is Designer Selection is for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement to an extent as determined by the City.

All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent (20%) minority and women (MWBE) participation in all contracts.

No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
