At which time the bids will be privately opened and read. Bid documents and specifications will be available at no charge beginning December 7, 2017 in person at the Office of Procurement or through the City’s website.

Bid No. 18-068– Residential Property Management Services
The City is requesting residential property management services in various locations throughout the City: The residential tax title portfolio of properties varies regularly and ranges from 1-3 unit residential buildings (occupied/vacant) to large multi-unit apartment and/or mixed use buildings (occupied/vacant) and some vacant lots. The properties on this list will be continuously varied throughout the duration of the contract and will change on an almost daily basis as properties are foreclosed, redeemed by taxpayers, demolished and/or transferred by the City of Springfield. The monthly management fee will stay at a fixed amount and will not vary based upon the number of properties managed.

Bid No. 18-067 – Commercial Property Management Services
The City is requesting commercial property management services in various locations throughout the City: The commercial tax title portfolio of properties varies regularly and ranges from small commercial space to multi-unit/mixed use and industrial space (vacant/occupied) and some vacant lots. The properties on this list will be continuously varied throughout the duration of the contract and will change on an almost daily basis as properties are foreclosed, redeemed by taxpayers, demolished and/or transferred by the City of Springfield. The monthly management fee will stay at a fixed amount and will not vary based upon the number of properties managed.

There will be an optional briefing session on 12/13/17, 11:00 A.M. at The Office of Housing, 1600 East Columbus Avenue, Springfield . Accordingly, questions must be received in writing only by the Office of Procurement no later than 12/14/17 at 4:30 P.M. EST (ttheocles@springfieldciyhall.com) .Questions may be faxed or mailed. The Office of Procurement fax number is (413) 787-6295. The RFP Committee will compile written answers which will be mailed back to all Proposers who requested a copy of the RFP, no later than December 18, 2017.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
