18-066 - IFB: Furnish and Install Fiber Optic Cabling
End date: Wednesday November 22, 2017 at 2 p.m.The City of Springfield, MA, is accepting sealed bids for the furnish and/or installation of fiber optic cabling for the purposes of providing wireless internet services and public safety communications with the bidder supplying and installing all of the following components:
• Installation will be in conduit and telephone poles
• In most cases, fiber will replace fire department copper cabling
• Removal and disposal of COS copper cabling where needed
• Slack loops and snow shoes (supply and install)
• Fiber termination panels (“bulkheads”) and fiber connectors (supply and installation)
• Splicing and splice cases (supply and installation)
• Fiver shall occupy the “Municipal Space” on the poles and within conduits.
ROUTE
The route is to proceed as follows:
• 1535 Roosevelt Radio Tower Building to 50 East Street
• 50 East (via Bowles) to Marshall Roy Field (East Springfield Neighborhood Council)
TERMINATIONS
Number of terminations is as follows:
• 50 East Street
o Terminate 6 strands in building to 1535 Roosevelt
• Marshall Roy Field
o Terminate 2 strands to 1535 Roosevelt

FIBER
Installation of a minimum of 72 strands of SM ADSS fiber required. A larger strand count (96 strands) can be provided in place of the 72 strands. However, the contract will be awarded to the lowest responsive and responsible bidder on the basis of price per foot as estimated by the bidder. Loose tube or tight buffered is acceptable.

TESTING
OTDR tests must be performed on all connecterized strands and provided in PDF format for review. Test should be performed using properly calibrated test equipment.
POLICE DETAILS/MUNICIPAL INVOLVEMENT
Bidder will be responsible for acquiring and providing Police Details where needed. Bidder will be providing service for and under the direction of the City of Springfield’s IT Department and/or Fire Department as this will be displacing the outdated fire communications infrastructure.
PHASE 1 AND 2 COMPLETION DATES
The completion date of the run from 1535 to 50 East is December 15th, 2017. The completion dates for Marshall Roy Field is January 15th, 2017.

The City is soliciting for Phase 2 an extension fiber from Marshall Roy Field to 1212 Carew Street. Vendor is to terminate 6 strands at the 1535 Roosevelt location.

The completion date of the run from Marshal Roy field to 1212 Carew Street should be no later than February 15th, 2017.
SUBMISSIONS
Please submit filled out form indicating cost for each location as attached.
The City of Springfield will determine whether to do a Total Award to one (1) vendor or award to two (2) bidders. Award of complete bid to one (1) vendor or one (1) bidder to supply the fiber optic cable and one (1) bid award for the Installation per bid specifications. Award will be the sole discretion of the Chief Procurement Officer to award in the best interests of the City of Springfield.
This IFB requests the bidder to provide furnish and/or install all components necessary for the installation of fiber optic cable between numerous municipal locations in the City of Springfield of Springfield, Massachusetts.
It is estimated that the total distance of the fiber project will be roughly 27,500 feet. City is requesting bidders to submit pricing for 40,000 feet of cabling.
It is intended that the fiber optic installation will be done in either municipal space on the poles or in the telecommunications space. Total expected quantities for each phase or component is provided in the requirements section below. The successful bidder will be tasked with providing supply and/or installation of the entire project.
The project completion phase 1-3 dates are: the run from 1535 to 50 East is December 15th, 2017, completion date for Marshall Roy Field is January 15th, 2017 and the run from Marshal Roy Field to 1212 Carew Street should be no later than February 15, 2017. It is expected that all routes will be completed by their projected dates. In the event the project is not complete, the contract may be extended for up to an additional month if required.
