18-054 - RFP: Consultant to provide Project Management Services for the Court Square Urban Renewal Plan

The Consultant (company or individual) will perform the following professional services for the City of Springfield and the Springfield Redevelopment Authority under the supervision of the Chief Development Officer (CDO) and the Executive Director of the Springfield Redevelopment Authority (SRA) and in conformance with the other provisions of the Contract.
Court Square Redevelopment Project
The Project Manager will represent the City/SRA and work on all public tasks to advance the redevelopment of the Court Square site and adjacent properties located in the Court Square urban renewal area into a mixed-use project containing apartments, retail and office along with adjacent parking.
Services shall include but not be limited to the following:
- Representing the City/SRA throughout the planning, design, financing, grant writing, procurement and construction processes.
- Provide project planning and oversight services directly related thereto, including the day-to-day coordination of the public tasks and coordination with the Project Designer, and the Contractor.
- Oversee the implementation and reporting of all required urban renewal activities.
- Maintain effective coordination and communication with all appropriate state and federal funding agencies.
- Work with the City/SRA on all grant applications for the public tasks related to the project and all related reporting requirements.
- Coordinate all project permitting activities including NEPA and MEPA.
- Assist City/SRA financial and accounting staff in preparing project budgets, cash flows, and financial reports.
- Consult with SRA Legal Counsel as needed to maintain compliance with all applicable statutes and regulations.
- Coordinate all required property management activities.
- Issue monthly project reports and work with staff on any public communications.
The consultant will maintain a regular flow of communication with the Chief Development Officer and the Executive Director of the SRA and staff at all critical junctures in the implementation of assigned work.
Applicants must submit at least three examples of similar scope involving urban renewal sites within the Commonwealth as well as the names and contact information for the key public/private persons involved. These should include projects with urban renewal sites and have had a strong public/private participation.
Procurement Certification by the Commonwealth of Massachusetts is a plus.
