18-014 - RFP: Title I Educational Services for Non-Public School Students

Bid documents will be available beginning July 31, 2017, at the Office of Procurement from 9:00 A.M. to 4:30 P.M., or through the City’s website; www.springfieldcityhall.com; Please refer to the bid number and opening date when requesting.

The City of Springfield acting through its School Department Title I Program is soliciting proposals from qualified contractors to provide educational and counseling services according to the requirements of the federally-funded Title I Program to eligible students enrolled in non-public schools.

The purpose of this RFP is to find and contract a qualified third party to provide supplemental educational and counseling services in the areas of mathematics and reading to non-public students. Services will be delivered to K-12 students who meet the eligibility criteria and who reside in eligible school attendance areas. Those attendance areas designated as school-wide or local school projects in the public school sector will determine the number of eligible students.

The total amount of this RFP is for $144,658.00 for year one. The estimated total of students is 151.

This request for proposals covers a three year time period. The first time period is from September 1, 2017 through August 31, 2018 with the option to renew for two additional one-year terms. The continuation of this RFP is contingent on funding availability and evaluations of services.

The City hereby requests competitive sealed proposals in accordance with Massachusetts General Laws Chapter 30B. The City of Springfield supports the goal of twenty percent minority and woman participation in all contracts.

All questions regarding bid or its specifications must be received by the Office of Procurement no later than August 8, 2017 by 4:00 p.m.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
