17-093 - Redevelopment 367 Hancock Street (Former Brookings School)

The City of Springfield (hereafter "CITY") is requesting proposals for the Redevelopment of East Side Hancock Street (hereafter “the property”) which is located in the Six Corner Neighborhood of Springfield, MA. The property is City owned and is enhanced by a three story brick building.

The property is approximately ½ mile from the campus of Springfield College. Springfield College is a private, coeducational college located in the City. The institution confers undergraduate, post-graduate, and doctoral degrees. Known as the birthplace of basketball, the sport was invented at Springfield College in 1891 by Dr. James Naismith. U.S.News & World Report ranked Springfield College #27 for Best Regional Universities – North Region for 2017. This marks the sixth-consecutive year that Springfield College has moved up in the U.S.News & World Report rankings. The college currently enrolls approximately 3,621 undergraduate students and 1,441 graduate students.

The property can be viewed from the street level in the Six Corners Neighborhood and the City of Springfield is requesting proposals for the redevelopment of East Side Hancock Street (367 Hancock Street). The property was formerly known as the Elias Brookings School.

The building was constructed in 1925 as a school building on a 77,903 square foot lot and contains approximately 56,610 square feet of gross building area. The ground floor encompasses 16,785 square feet, the second floor contains 26,550 square feet and the basement has 13,275 square feet of area.
The City is seeking to select a developer who submits the most advantageous proposal consistent with the selection criteria and proposal requirements set forth in this RFP, and who demonstrates the ability to perform as proposed in a timely fashion.

While the financial benefits (i.e., price paid for the property) of a proposal are important to the selection of a developer, coupled with all selection criteria, the City will also consider the broader fiscal and economic benefits to be realized from the redevelopment project. The City will not be obligated to select the proposer offering the highest purchase price if another proposal better satisfies the selection criteria and other requirements of this RFP as a whole.

The City has made a significant investment in this neighborhood including new single family housing on Central Street, a realignment and reconstruction of Central Street, a new Brookings School, a planned $3 million redevelopment of the Six Corners intersection, and other initiatives.

The City is most interested in proposals that creatively integrate the site with the surrounding area, respecting zoning that creates a viable redevelopment opportunity and enhance the aesthetic appeal of the streetscape. Proposers should be familiar with abutting uses and mindful of such when developing a redevelopment project and program to ensure the project is respectful of existing neighbors. As mentioned before the parcel, E S Hancock Street, is zoned as Residential B, any other use may require a zone change. The developer need to investigate any changes in zoning.
The City envisions a development that incorporates any reasonable proposals which could include some or all of the following elements:

• Producing high quality housing opportunities
• Connecting the property with local college/educational opportunities
• Creating jobs for Springfield residents
• Featuring and preserving historic features and attributes of the property
• Creating positive street level activity
• Firm financing letters or proof of funding to undertake redevelopment costs
• Timeline to have building occupied

Open house will be held at the subject property at the following times:
Common areas and the vacant building will be the only areas accessible during the designated times, February 8, 2017 at 10:00 a.m. and February 21, 2017 at 10:00 a.m. Bidders should arrive promptly as there will be no other times scheduled to view the subject property.

Those visiting the open house must sign an indemnification agreement prior to entering, and should be prepared with sturdy footwear and flashlights for each person entering the building. The site is on a major public throughway and can be viewed from the public sidewalks at any time. Interested parties are asked not to enter the private property at any time, other than the designated site walk. Attachments include further information on the property.

Questions regarding the RFP may be submitted in writing to the Procurement Department. In order to provide prompt answers to questions, the City requests that all proposers submit written questions to the City of Springfield’s, Procurement Department of March 7, 2017. The City will compile written answers which will be mailed to all Proposers who requested a copy of the RFP, no later than March 8, 2017.

To maintain a fair and impartial competitive process, the City will only answer written questions submitted to the Procurement office. Private communication is not allowed with any RFP Review Committee Member or member of the Office of Planning and Economic Development or other City staff during the proposal preparation and evaluation period. Proposers who initiate private communication or attempt to violate the process outlined herein will be disqualified.
