At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on December 15, 2016 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com during normal business hours for no charge.

The City of Springfield seeks qualification and price proposals from qualified Public Works Design/Engineering Professionals to perform services for the project entitled; “Redevelopment of Mary Lynch Park”. The Scope of services will include, but will not be limited to the redesign of existing open space for active and passive recreational use for the City of Springfield, with special attention to youth soccer fields, a memorial for fallen Spfld Police Officers, improved park pedestrian access, installation of playground, site amenities and signage; as well as landscaping and lighting improvements at the Mary Walsh Park in Springfield.

There will be an optional site visit on December 22, 2016 at 2:00 P.M. Proposers are strongly encouraged to attend the site visitation on site at Mary Lynch Park, located at 315 North Branch Parkway, Springfield, MA 01119. The Design Fee is to be a fixed fee, not to exceed $75,000.00. Estimated Construction Cost is not to exceed $750,000.00.
This is Designer Selection is for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement to an extent as determined by the City.

All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent (20%) minority and women (MWBE) participation in all contracts.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
