At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on November 30, 2016 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com during normal business hours for no charge.

The City of Springfield seeks qualification and price proposals from qualified Public Works Design/Engineering Professionals to perform services for the project entitled; “ Jaime Ulloa Park”. The Scope of services will include, but will not be limited to the design to enhance the park patron recreational environment and the urban aesthetic by upgrading the existing conditions and improve access to Jaime Ulloa Park.

There will be an optional site visit on December6, 2016 2016 at 2:00 P.M. Proposers are strongly encouraged to attend the site visitation on site at Jaime Ulloa Park, near 22 Morgan Street in Springfield. For questions regarding the site visit, please contact Laura Walsh at (413) 886-5186.

The Design Fee is to be a fixed fee, not to exceed $50,000.00. Estimated Construction Cost is not to exceed $500,00.00.
This is Designer Selection is for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement to an extent as determined by the City.

All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent (20%) minority and women (MWBE) participation in all contracts.

No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
