17-050 - Purchase & Redevelopment Opportunity - Dwight Street and Grosvenor Street

The City of Springfield is requesting proposals for the redevelopment of one site, totaling three tax foreclosed parcels, located along the Dwight- 14 Grosvenor Street intersection.

The Redevelopment Project site includes two continuous sites with three separate parcels, zoned Business A, situated on 19,876 square feet of land in the Memorial Square neighborhood of the city, and in immediate proximity to several medical institutions including Baystate Health, Mercy Medical Center, and Shriners Hospital for Children. Although the information regarding the property contained in the RFP is from sources deemed reliable, such information has not been verified and no representation is made or implied as to its accuracy.

The City will give preference to developers whose proposal includes the purchase and redevelopment of all three parcels as a single project, the city will not consider individual proposals for the parcels packages separately divided and described in Attachment B as Site A.

The City is seeking to select a developer who submits the most advantageous proposal consistent with the selection criteria and proposal requirements set forth in this RFP, and who demonstrates the ability to perform as proposed in a timely fashion. The City will give preference to developers, whose proposal includes the purchase and redevelopment of the three parcels, including all three parcels as a single redevelopment concept. The city prefers proposers to propose the purchase and development of all three parcels.

While the financial benefits (i.e., price paid for the property) of a proposal are important to the selection of a developer, coupled with all selection criteria, the City will also consider the broader fiscal and economic benefits to be realized from the redevelopment project. The City will not be obligated to select the proposer who offers the highest purchase price if another proposal better satisfies the selection criteria and other requirements of this RFP as a whole.

The City is most interested in proposals that creatively integrate the three parcels with the surrounding area, respecting zoning, and in a manner that creates a viable redevelopment opportunity and enhances the aesthetic appeal of the streetscape. Proposers should be familiar with abutting uses and mindful of such when developing a redevelopment project and program to ensure the project is respectful of existing neighbors.
The sites are open vacant land and are accessible for viewing from the street at any time. Attachment A includes an aerial and plot plan map of the sites.

Questions regarding the RFP may be submitted in writing to the Office of Procurement. In order to provide prompt answers to questions, the City requests that all proposers submit written questions to the City of Springfield’s, Office of Procurement not later than 4:00 p.m. October 20, 2016. The City will compile written answers which will be emailed to all Proposers who requested a copy of the RFP, no later than October 24, 2016.




The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
