At which time the bids will be opened and read. Bid documents and specifications will be available at no charge beginning September 14, 2016 in person at the Office of Procurement or through the City’s website for no charge.

The Springfield School Department is seeking to lease space in which to operate its Conservatory of the Arts Magnet School for Grades 6 through 12. At a minimum, the City is seeking to lease approximately 53,870 square feet of space that can accommodate educational and specialty classrooms and related administrative and support functions.

The City expects that most spaces will require various levels of renovation and improvement in order to meet the minimum criteria herein. To the extent that renovations or improvements are required, they will be the landlord’s sole responsibility, and the costs thereof must be built into the lease price. The landlord hall ensure that any design, construction, reconstruction, alteration, remodeling or repair of the space, whether prior to or during the lease term, complies with all applicable laws relating to the design, construction, reconstruction, alteration, remodeling or repair of a building by a public entity. All costs of compliance must be built into the lease price.

The City is seeking a 10-year lease for the desired space, with two (2) renewal terms of five (5) years each, for a total lease of twenty (20) years.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
