Request for Proposals (RFP) Professional Designer/Engineering Services; Stearns Square Park and Duryea Way

At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available beginning on September 21, 2016 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com during normal business hours for no charge.

The City of Springfield seeks qualification and price proposals from qualified Design/Engineering Professionals to perform the project entitled; “Stearns Square Park and Duryea Way”. The Scope of services will include, but will not be limited to the design of full depth reconstruction and replacement of all park and pedestrian way materials including landscaping, plantings, pavers, curbing, pavement, replacement/upgrades of street furniture, bike racks, and lighting, restoration of historic fountain, expansion of select sidewalk areas, and traffic calming measures.

There will be an optional site visit on September 28, 2016 2016 at 2:00 P.M. at Stearns Square in Springfield. Proposers are strongly encouraged to attend the site visitation. The Design Fee is to be a fixed fee, not to exceed 10% of the ECC. Estimated Construction Cost is not to exceed $1,200,000.00.

This is Designer Selection is for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement.

Proposers must submit written questions seven (7) days prior to the RFQ response deadline, or September 20, 2016. Questions may be faxed or emailed. The Office of Procurement fax number is (413) 787-6295.

All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent (20%) minority and women (MWBE) participation in all contracts.

No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
