At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available for in person during normal business hours at the Office of Procurement beginning on April 29, 2016 or through the City’s website; www.springfieldcityhall.com for no charge.

The City is seeking the design services of a qualified person or firm to provide designs, specifications and construction administrative services through the design development, construction document, bidding, construction, and closeout phases of this potential project.

The City of Springfield invites all interested, qualified persons or firms capable of providing the required services, to submit proposals for the development of drawings and specifications for the Redevelopment of Riverfront Park, an approximately Seven (7) acre park located in the South End/Metro Center area of Springfield, MA. The park is under the care and control of the Department of Parks, Buildings and Recreation Management (DPBRM). This RFP is not subject to the designer selection law, and will be modeled after a typical M.G.L. c. 30B RFP.

The City will award one Contract to the Consultant that provides the most advantageous proposal to the City. The estimated value of the contract is not to exceed 10% of the total Estimated Construction Cost and will be negotiated. The ECC is $2,000,000.00. All questions regarding the RFP or its specifications must be made in writing and received by the Office of Procurement on or before May 19, 2016, by 4:30 PM prior to deadline for proposal submittals (contact: ttheocles@springfieldcityhall.com).

All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.

No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
