The property consists of a single parcel and zoned as Business B, according to the City of Springfield Assessor's office. The lot is approximately 3,250 square feet. The parcel is enhanced by a one family, two stories, dwelling with a living area of 1075 square feet.

BACKGROUND INFORMATION

The City's goal is that any development be compatible with the character of Springfield and enhance the positive qualities of its South End Neighborhood and surrounding neighborhoods It is a further goal that proposals for the Property be economically viable and demonstrate an ability to generate activity in the South End and further benefit the greater Springfield community.

The Property is being offered subject to the process outlined within this RFP and the City reserves the right to reject any or all redevelopment proposals. While all information furnished herein was gathered from sources deemed to be reliable, no representation or warranty is made as to the accuracy or completeness.

TARGET AREA LOCATION

The property is located in the southwestern corner of the South End Neighborhood of Springfield. Although the section of the neighborhood where the property is located is primarily commercial, the neighborhood also has a mix of commercial and residential uses. The primary commercial corridor runs along Main Street to the north & south. The Main Street corridor is characterized by numerous small stores and shopping centers and office buildings. The site is located with direct access to both Interstate 91 and Interstate 291. The Mass Pike is also a short drive from this site.

The South End Neighborhood is the home to the redeveloped Hollywood Section including the redesigned Dwight Street Extension. The City has invested heavily in the South End which has restored significant portions of this neighborhood. The site is also directly adjacent to the city's downtown which houses many of Springfield's cultural amenities. These amenities include Symphony Hall, City Stage, the Library & museums at the Quadrangle and the new MassMutual Convention Center. Also, within short walking distance from the site are one of Springfield's largest parks, the Connecticut River Walk & Bikeway and the YMCA health and recreational facility. In the year 2018 the MGM Casino will open its doors for business.

Given the location of 20 Elmwood Street and its proximity to Springfield's numerous assets, the city believes that this site offers a unique opportunity for redevelopment.

PROJECT PROGRAM PARAMETERS

The City is soliciting proposals from developers interested in undertaking a major development project. The Request for Proposals (RFP) has been developed to permit maximum flexibility to potential developers. Developers are requested to provide their own development concept plan consistent with surrounding land uses. Proposals shall also contain an analysis of the method in which the Proposer will mitigate the impacts upon transportation, utilities, the environment, etc. caused by the proposed project.

The current zoning for the parcel is zoned as Business B. All bidders are buying property subject to all current zoning and building restrictions. Changes to the use of the building may require a variance. The City makes no representations regarding success of variances and/or specials permit applications.

The assessed value of the property is $47,600.00
