Department of Capital Asset Construction

Sealed bids for a Prime Contractor contract and Filed Sub-Bid contracts are requested through the Office of Procurement. Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 149 as amended and other applicable statutes. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the category, \\\\\\\"General Contractor.\\\\\\\"

Bids for Prime/General Contractor will be accepted at the Office of Procurement (Room 307 City Hall) until 2:00PM on March 23, 2016, at which time they will be publicly opened and read.

Sub Bids will be accepted at the Office of Procurement (Room 307 City Hall) until 12:00PM on March 9, 2016, at which time they will be publicly opened and read.

This project includes complete renovation of an existing 28,300 square foot masonry and wood frame building, with selective demolition of roofing, all doors, frames, and windows, interior finishes, all existing mechanical, electrical, plumbing and fire protection systems. New construction includes 1,500 square feet of new building area, new finishes, fixtures, and utility systems for the existing building, and exterior envelope improvements. Site work includes selective demolition of paving and utility infrastructure, with installation of new utility connections, drainage, grading, and walkways.

Estimated cost of the project is $8,500,000.00. The Sub-Bidders must be certified by the State Division of Capital Asset Management in the following categories: Masonry, Miscellaneous and Ornamental Iron, Waterproofing, Dampproofing, and Caulking, Roofing and Flashing, Glass and Glazing, Acoustical Tile, Resilient Flooring, Painting, Elevators, Fire Protection, Plumbing, HVAC, and Electrical.

A Site Visit has been scheduled for 2/17/16 at 1:00 P.M., on-site at 50 East Street in Springfield. Bidders are strongly encouraged to attend the site visit. Contact: Mark Caulton at 413-784-4747 with inquiries concerning the pre-bid conference.

Bid Forms and Contract Documents will be available for download at www.biddocsonline.com on February 3, 2016 (may be viewed electronically and hard copy requested) or at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167). Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to BidDocs ONLINE Inc. to cover mail handling costs.

All questions regarding bid or its specifications must be made in writing and received by the Office of Procurement by 2/19/16 (Subs) or 3/4/16 (GC\\\\\\\'S). The City of Springfield goal of twenty (20%) MWBE participation applies. Massachusetts Division of Occupational Safety Prevailing Wage and David Bacon Wage rates apply. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
