16-108 - RFP: Food & Beverage Concession at Veteran's Golf Course

GENERAL INFORMATION

This is a Request for Proposal (RFP) issued by the City Springfield to secure the provision of a Concessionaire to provide food and beverage operation at the Veteran's Memorial Golf Course, located at 1059 South Branch Parkway, Springfield Masssachusetts 01118. This concession will be for the benefit of the players and the public. This bid falls under Massachusetts General Laws M.G.L Ch. 30B and other procurement statues. All parties interested in submitting proposals for the operation of a food and beverage concession (hereinafter referred-to as the "concession"), at the Veterans Golf Course are invited to do so in accordance with the following:

The Department of Parks, Buildings, and Recreation Management, is seeking proposals from qualified individuals, corporations or business entities (whether for-profit or non-profit) to operate, manage and maintain a food concession facility at the Veterans Golf Course in Springfield, Massachusetts. The successful proposal will, at a minimum, provide affordable, high-quality food and beverage items for consumption in a Club house environment during a minimum operating season of April 1 through November 30, daily (seven days a week). Please note that the dates may be adjusted by mutual agreement of the parties.

The concession area is required to be properly outfitted by the Concessionaire and meet all applicable requirements of law, including building and health/safety codes and regulations. The concession is expected to be prepared and open by a date to be established by the DPB&RM after selection of a Concessionaire but no later than the Sunday prior-to April 1, unless such a later date is specifically approved by the DPB&RM.

The Concessionaire shall be responsible for the design, purchase and installation of any necessary equipment for the concession. The Concessionaire shall be responsible for the security of the concession facility and surrounding area as well as for the necessary replacement of Department equipment located therein. The Concessionaire shall include a schematic plan with its proposal and give particulars to that service area (i.e. for the interior and exterior of the concession.) Said plans will be subject to DPB&RM approval.

The Concessionaire shall operate and have available the ability to accept credit/debit cards by major providers for payment for all products sold upon commencement and through the duration of the contract.

PRE-Proposal Site Visit
There will be a Pre-Proposal Site Visit for this REQUEST FOR PROPOSAL at the Golf Course -1059 South Branch Parkway, Springfield MA 01118 on Thursday, December 14, 2015 @10:00 a.m. Attendance is not mandatory but it is highly recommended.

Direct all inquiries to Lauren Stabilo in writing to lstabilo@springfieldcityhall.com . No inquiries will be accepted within five (5) days prior to the proposal opening on December 22, 2015@ 2:00pm. Responses to inquiries that affect all proposers will be issued as addenda.

Addenda
Written addenda issued by the City of Springfield will be e-mailed or faxed to all parties that the Office of Procurement is aware have requested documents as necessary using the contact information provided to the City of Springfield. Absence of "failure" messages electronically transmitted from addressee's site will serve as confirmation of delivery of addenda. Venders should contact Lauren Stabilo via e-mail, phone, or fax if they believe an addendum has not been received.

The Proposal Process

This Request for Proposals is governed by the requirements of M.G.L c30b section 6. Non- Price Proposals and Price Proposals must be submitted in two (2) separately sealed envelopes clearly marked with the following information.

The City of Springfield is seeking sealed proposals for a food and beverage concessionaire for the Veteran's Memorial Golf Course on 1059 South Branch Parkway, Springfield, MA. In addition to the Veteran's Golf Course includes a clubhouse offering food and beverage services, including the sale of alcoholic beverages. The City is seeking an individual who can operate the food and beverage services of Veteran's GC in a professional manner and can maximize the earnings potential of the facility.

The concessionaire contract will be for a one-year term commencing upon execution on or before March 1, 2016 and terminating on November 30, 2016. Two option years may be granted upon recommendation of the Director of Parks, Building, and Recreation Management. Pursuant to said contract, the concessionaire, acting as an independent contractor, shall be responsible for the day to day operation of the food and beverage service at the clubhouse. The concessionaire shall retain all profits from the food and beverage operations.
