16-031 - RFP: Redevelop Carew, Dwight and Grosvenor Streets
End date: Tuesday September 8, 2015 at 2 p.m.The City of Springfield (hereafter "CITY") is requesting proposals for the redevelopment of two sites, totaling eight tax foreclosed parcels, located along the Carew-Dwight-Grosvenor Street intersection, as more fully described in "Section D" - Location and site information" of this Request for Proposals (RFP).
The Redevelopment Project site ("Project Site") includes two adjacent areas with eight separate parcels, zoned Business A, situated on more than 1.5 acres of land in the Memorial Square neighborhood of the city, and in immediate proximity to several medical institutions including Baystate Health, Mercy Medical Center, and Shriners Hospital for Children. Although the information regarding the property contained in the RFP is from sources deemed reliable, such information has not been verified and no representation is made or implied as to its accuracy.
The City will give preference to developers whose proposal includes the purchase and redevelopment of both sites, including all eight parcels as a single project, however the City will consider individual proposals for the two site packages separately divided and described in Attachment B as "Site A" and "Site B".
The City will appoint a Review Committee to review all proposals and recommend finalists. "Sections J - K" and ‘Attachment C' below outlines the evaluation criteria the Review Committee will utilize to review qualifications and rank the finalists. The Chief Procurement Officer reserves the right to reject any or all proposals in whole or in part for any reason and to waive any minor informalities within proposals or this document.
The properties are being sold "as is" and the City makes no representations regarding the environmental and/or physical condition of the properties and will require the buyer to assume responsibility for these conditions. Prospective developers should undertake their own reviews and reach their own conclusions concerning zoning, title and survey matters, required approvals, physical conditions, environmental conditions, reuse potential, utility services and development, leasehold, legal and other considerations. Proposers are responsible for making their own determinations of existing conditions.
The project site has eight parcels that are located in the Memorial Square neighborhood at the intersection of Carew-Dwight-Grosvernor-Church Streets. The parcels are located near Baystate Health, Mercy Hospital, Shriners Hospital and other medical offices and facilities, and less than ¼ mile from Interstate 291. All parcels are vacant parcels and all are zoned Business A.
