at which time the bids will be publicly opened and read in the Office of Procurement Bid Room.
All inquiries should reference the bid number and the opening dates. Bid and all specifications may be obtained at the office beginning June 17, 2015 through the City's website or in the Office of Procurement during normal business hours.

The Contract shall be a Unit Price Agreement with a "Not-To-Exceed Fixed Amount" of One Hundred Thousand Fifty Thousand Dollars ($150,000.00) per year. Contract shall be awarded for a one year period and may include two (2) one-year ($150,000.00) extensions at the discretion of the City of Springfield.

The contract or services detailed within will be awarded up to two vendors ($75,000.ea) at the sole discretion of the City of Springfield. This procurement is being conducted pursuant to M.G.L. Ch. 30§39M.

All Vendors shall comply with the Employment Requirements and the Minimum Prevailing Wage as set forth by the Massachusetts Commissioner of Labor and Workforce Development Division of Occupational Safety and the Division of Capital and Asset Management and Davis Bacon Wages for their trade.

Questions regarding the IFB may be submitted in writing to the Office of Procurement. In order to provide prompt answers to questions, the Office of Procurement requests that all Bidders submit written questions five (5) business days prior to the IFB response deadline. Accordingly, questions must be received in writing only at the Office of Procurement on June, 2015 by 4:30 P.M.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
