at which time the bids will be publicly opened and read in the Office of Procurement Bid Room.

The Department of Parks, Buildings & Recreation Management requires service agreement contracts with qualified vendors to provide general tree work services and equipment, as described in the specifications and on an as-needed basis. Bidders can request specifications bid package beginning on March 5, 2015 on the City's website on the Procurement Department page at www.springfieldcityhall.com at no charge, hard copies of specifications bid package may be obtained at the Office of Procurement, 36 Court Street, Room 307, Springfield, MA 01103, between the hours of 8:30 A.M. and 4:00 P.M.

The City intends to award a contract to up to three (3) vendors that are the lowest responsible and eligible bidder(s). The estimated value of the contract(s) is Six Hundred Thousand Dollars ($600,000.00) per year. The City will retain Two (2) one year options to be exercises at its sole discretion. The bid is governed by Massachusetts General Laws (MGL) Ch.30 Sec. 39M and other Statutes.

All questions regarding bid or its specifications must be received by the Office of Procurement at least seven business days prior to bid opening, or March 19, 2015.

The City of Springfield goal of twenty (20%) MWBE participation applies. Massachusetts Division of Occupational Safety Prevailing Wage rates may apply.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
