At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available at no charge beginning February 11, 2015 at 9:00 AM on www.biddocsonline.com.
The Owner is seeking Designer services for an Initial Feasibility and Programming Study which will include the identification and evaluation of suitable building sites, cost analysis of proposed solutions, and presentations to affected community sections, including, but not limited to, the East Forest Park community.
The East Forest Park Community and the SCL are to be the main user groups of the branch library. It is the desire of the SCL administration that the branch library be more centrally located within the East Forest Park community and more easily accessible and capable for their diverse programs.
The City of Springfield intends to make the New East Forest Park Branch Library (EFPBL) a high performance green building. Target occupancy for the new building is approximately August 2018. All interested parties should attend a briefing session/site walk through at the Forest Park Conferencing Center (200 Trafton Road) scheduled for February 19, 2015 at 2:30 PM.
Proposers must submit written questions seven (7) days prior to the RFQ response deadline, or February 25, 2015. Questions may be faxed or emailed. The Office of Procurement fax number is (413) 787-6295. The RFQ Committee will compile written answers which will be mailed back to all Proposers who requested a copy of the RFQ, no later than February 27, 2015.
All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.
