Request for Qualifications (RFQ) for Architect/Engineer Designer Services for Bright Nights Storage and Technical Training Facility

At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available for download on www.biddocsonline.com on October 15, 2014.

The City is seeking design services to conduct a Programming Study which will included the development and evaluation of potential solutions and continue through the Schematic Design Phase of the preferred alternative. Subject to City Council approval and adequate funding by the City, the contract between the City and selected Designer may be amended to include continued designer services through design development, construction contract documents, bidding, award of construction contracts, construction administration, final closeout and warranty period.

Project Description: The City is seeking design services of a qualified Designer, as defined in M.G.L. Ch. 7C, §1, to provide professional design and construction administration services for a new Bright Nights Storage and Technical Training Facility located in Forest Park. The estimated construction cost for this potential Project is estimated to range from $1,200,000 to $1,400,000 depending upon the solution that is agreed upon by the Owner. The Fee for Basic Services will be negotiated and is not to exceed 9.5% of the FLCC.

All interested parties should attend a briefing session/site walk through at the Forest Park Conferencing Center scheduled for October 21, 21014 at 9:00 A.M., at 200 Trafton Road. In order to provide prompt answers to questions, all proposers must submit written questions seven (7) days prior to the RFQ response deadline, or October 22, 2014, 4:30 P.M. to the Office of Procurement.

All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.
