15-001 - Purchase & Redevelopment of 858 Rear State Street & 864 State Street
End date: Thursday July 10, 2014 at 2 p.m.The City of Springfield (hereafter "CITY") is requesting proposals for the redevelopment of the tax foreclosed parcels on State Street, is more fully described in "Section D. Location and site information" of this Request for Proposals (RFP).
The Redevelopment Project site has frontage along State Street. The two parcels are # 11110-0174 and 11110-0170 and are also known as 858 Rear State Street (16,591 square feet) & 864 State Street (20,676) square feet) the combined the total of both lots is 37,267 square feet. The parcel known as 864 State Street is enhanced by two buildings. This property is at the high point on the State Street Corridor, overlooking the City to the west of Mason Square. The property is located between McKnight and the Bay Neighborhoods. The lot known as 858 Rear State Street (11110-0170) is zoned as Commercial A and 864 State Street (11110-0174) is zoned as Business A. The combined assessed value of both parcels is $161,300. Although the information regarding the property contained in the RFP is from sources deemed reliable, such information has not been verified and no representation is made or implied as to its accuracy.
The City will require the developer whose proposal includes the purchase and redevelopment of both parcels as a single project, individual proposals for the two separate site packages will not be considered.
The City will appoint a Review Committee to review all proposals and recommend finalists. "Sections K - M" and Attachment B below outlines the evaluation criteria the Review Committee will utilize to review qualifications and rank the finalists. The City and the appointed Review Committee reserve the right to reject any or all proposals in whole or in part for any reason and to waive any minor informalities within proposals or this document.
The property is being sold "as is" and the City makes no representations regarding the environmental and/or physical condition of the properties and will require the buyer to assume responsibility for these conditions. Prospective developers should undertake their own reviews and reach their own conclusions concerning zoning, title and survey matters, required approvals, physical conditions, environmental conditions, reuse potential, utility services and development, leasehold, legal and other considerations. Proposers are responsible for making their own determinations of existing conditions.

Common areas and vacant units will be the only areas accessible during the designated time, June 11, 2014 at 11 AM. Bidders should arrive promptly as there will be no other times scheduled to view the subject property.
Those visiting the open house must sign an indemnification agreement prior to entering, and should be prepared with sturdy footwear and flashlights for each person entering the building.
