The City of Springfield (\"City\") through its Department of Parks, Buildings, and Recreation Management is seeking proposals (\"RFP\'s\") from a qualified Child Recreation Services Provider (\"Proposer\") (whether for profit or non-profit) to operate, manage and maintain a recreational summer day camp for children at Camp Wilder, Parker Street, Springfield, Massachusetts AND a Soccer Skills Training and Conditioning Clinic at the following possible locations : Central High School, Forest Park, Hubbard Park, Greenleaf Park, Can Horn Park, and/or Nathan Bill Park, as to be determined by the Department of Parks, Buildings and Recreation Management. The Proposer will operate a summer day camp for recreation and recreational instruction, servicing children for four (4) to five (5) days per week. Newly formed entities shall provide requested information as to the persons having a beneficial interest in the entity or the entity\'s personnel as appropriate.

SCOPE OF WORK

The Proposer should provide a safe and supportive environment for children, promote their well being, encourage and stimulate their healthy emotional, social and physical development. It should also strengthen the capacity for lifelong learning, assist in addressing the documented summer learning loss and knowledge of the environment and outdoor skills, and initiate interest in a variety of leisure or physical activities. The recreation services program should focus on skill building, risk reduction, stimulate growth and development experientially, strengthen the capacity to learn positive peer interaction, and group living skills. The recreation services program should foster personal mastery through participation and discovery, maximize problem solving, and building self-reliance and self-confidence which will help prepare children for young adulthood. The Proposer should provide ongoing, direct and intentional \"links to learning\" with every activity.

The procurement method is a bid RFP under the rules of Massachusetts General Laws (M.G.L.) Chapter 30B, Section 6. This RFP has two distinct parts: a technical proposal and a price proposal.

The City expects the value of the contract to be paid to the City to be 20% of gross revenue plus $3,000 for utilities. Proposers should provide its estimate of the percentage of gross receipts it will remit to the City. The Proposer understands that a minimum offering price of Twelve Thousand Dollars and 00/100 ($12,000.00) is to be paid to the City regardless of the gross revenue actually generated by the proposer.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
