The City of Springfield is requesting proposals for redevelopment of the four properties totaling 608,148 square feet, or approximately 13.96 acres.

846 Bay Street: (Parcel Number 01085-0105). The property is enhanced by two buildings on these 222,156 square feet of land.

876 Bay Street: (Parcel # 01085-0110). The property is enhanced by one building on these 92,388 square feet of land.

N W S Bay Street: (Parcel # 01085-0081). The property is vacant and has 6,152 square feet.

N S Tapley Street: (Parcel # 11415-0001). The property is vacant and has 287,452 square feet.

Three of the properties have rail siding, the one location without rail siding is NWS Bay Street, Parcel # 11415-0001. All four properties have been identified as a target redevelopment site after several years of suffering from disinvestment. The City will only entertain proposals that will take ownership of all four (4) parcels being offered in this Request for Proposals.

The current assessed value of all four properties in total is $1,112,700. Proposers should provide their best financial offer with their proposal including how the price proposal was arrived at if different from current assessed value. Price is not the only factor in selection, but proposers are encouraged to make the best financial benefit case possible to the city and selection committee.

A site walk will be available on Wednesday February 19, 2014 at 10:00 AM. This will be the only time to enter the property. No private tour requests will be accommodated. Proposers are asked to arrive promptly as the site will close once all visitors have completed their viewing.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
