SPG 13-393 - RFP: Operation of Roger L. Putnam Vocational Technical Academy Early Childhood Education Center

The City of Springfield acting through its School Department wishes to obtain the services of a licensed early childhood education organization to develop and manage a full service early education child care facility at the NEW Roger L. Putnam Vocational Technical Academy for training of students as well providing early education services for families of students, staff and general public, as well as for providing space within a Springfield based early education child care center for the education and clinical experience of our upper classes. The proposed child care center space within the new school building is located in an area with direct outside access for parent drop off. The space also has direct connection to a fully equipped outside play area.


A MANDATORY Pre-Submission Meeting will be held on Thursday, May 30, 2013 at 1:00 PM. The meeting will be held at Roger L. Putnam Vocational Technical Academy, Media Center, Room A201, 1300 State Street, Springfield MA 01109. The City will not consider the proposal of any organization that did not attend the pre-submission meeting.

The City hereby requests competitive sealed proposals in accordance with Massachusetts General Laws Chapter 30B. The City of Springfield supports the goal of twenty percent minority and woman participation in all contracts.

All questions regarding bid or its specifications must be received by the Office of Procurement no later than May 31, 2013 by 4:00 p.m.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
