SPG 13-335 - RFP: Administrator for Employee Assistance Program Services

The City of Springfield, Division of Human Resources, is requesting proposals for a qualified Administrator to provide comprehensive Employee Assistance Program (EAP) services as well as Substance Abuse Professional (SAP) services as outlined by the Department of Transportation (DOT). The service provider shall provide a comprehensive delivery system for EAP services for approximately 3,200 City employees and their families who are not covered under the United Behavioral Health (UBH) employee assistance program through the City's health insurance program.

The estimated cost is $56,000.00 per year. The contract is for one year with an option to renew for years two and three.

The City hereby requests competitive sealed proposals in accordance with Massachusetts General Laws Chapter 30B. The City of Springfield supports the goal of twenty percent minority and woman participation in all contracts.

All questions regarding bid or its specifications must be received by the Office of Procurement no later than March 26, 2013 by 4:00 p.m.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
