13-324 - Redevelopment of ES Thompson Street

The City of Springfield (hereafter "CITY") is requesting proposals for the redevelopment of two sites, totaling two tax foreclosed parcels, located on ES Thompson Street, as more fully described in "Section D" - Location and site information" of this Request for Proposals (RFP).

The Redevelopment Project site ("Project Site") includes two adjacent parcels, zoned Residence B, situated on more than .8152 acres of land in the McKnight neighborhood of the city, and in immediate proximity to several churches, American International College, Springfield College, Springfield Technical Community College, Baystate Mason Square Neighborhood Health Center, Mason Square Library, William N. DeBerry and Rebecca M. Johnson elementary schools, pharmacies, and major employers including the world headquarters of MassMutual Financial and the local offices of Liberty Mutual.

The City will give preference to developers whose proposal includes the purchase and redevelopment of both sites, including both parcels as a single project, but will also consider individual proposals for the two site packages separately divided and described in Attachment B as "Site A" and "Site B".

The properties are being sold "as is" and the City makes no representations regarding the environmental and/or physical condition of the properties and will require the buyer to assume responsibility for these conditions. Prospective developers should undertake their own reviews and reach their own conclusions concerning zoning, title and survey matters, required approvals, physical conditions, environmental conditions, reuse potential, utility services and development, leasehold, legal and other considerations. Proposers are responsible for making their own determinations of existing conditions.

The project consist of two properties located in the McKnight neighborhood near the intersection of Thompson and State Street. The properties are located near and in immediate proximity to American International College, Springfield College, Springfield Technical Community College, Baystate Mason Square Neighborhood Health Center, Mason Square Library, William N. DeBerry and Rebecca M. Johnson elementary schools, and two of the largest drugstores (Walgreens and the new CVS). The site is also near major employers including the world headquarters of MassMutual Financial and a local office of Liberty Mutual.

Site A is 489 ft away from State Street which will allow both sites to enjoy the benefit of the State Street Alliance "Corridor Redevelopment Program". The State Street Alliance is an affiliation of over 50 businesses, community and government entities committed to the revitalization of the State Street Corridor. The State Street Alliance, via the Springfield Business Development Corporation, contracted a team of local and national consultants to develop the Redevelopment Program which will leverage and complement the $18,000,000 State Street Roadway Improvement Project. The Roadway Improvement Project will reconstruct State Street from West Columbus Avenue to Boston Road. It will address traffic-flow issues and physical conditions along State Street. The specific initiatives to be undertaken as part of the Roadway Improvement Project include carefully designed public improvements (including new sidewalks, street lighting and landscaping); improved safety features for pedestrians and bicyclists; and innovative parking solutions.

The site has three churches located nearby, St. Johns Congregational Church which is in the process of building a 20,000 square foot new church, Holy Trinity Church of God, and St. Peters Episcopal Church.

Proposers are encouraged to work with neighboring properties to ensure any development proposal is respectful of the historic nature of these structures and cognizant of the needs of these important community institutions.

Both parcels are vacant land and zoned Residence B.

Site A is located in a local historic district and as such all local historic district regulations will apply to redevelopment of that property. Site B is not located in an historic district.

The City is seeking to select a developer who submits the most advantageous proposal consistent with the selection criteria and proposal requirements set forth in this RFP, and who demonstrates the ability to perform as proposed in a timely fashion. The City will give preference to developers, whose proposal includes the purchase and redevelopment of both sites, including all eight parcels as a single redevelopment concept. The City will also consider submitted proposals that develop one site independent of the other.

While the financial benefits (i.e., price paid for the property) of a proposal are important to the selection of a developer, coupled with all selection criteria, the City will also consider the broader fiscal and economic benefits to be realized from the redevelopment project. The City will not be obligated to select the proposer offering the highest purchase price if another proposal better satisfies the selection criteria and other requirements of this RFP as a whole.

The City is most interested in proposals that creatively integrate both sites with the surrounding area, respecting zoning, and in a manner that creates a viable redevelopment opportunity and enhances the aesthetic appeal of the streetscape. Proposers should be familiar with abutting uses and mindful of such when developing a redevelopment project and program to ensure the project is respectful of existing neighbors.

Site A is designated as McKnight Local Historic and will have to obtain approval by the Historic Commission for new structures and alterations to the property. Site B is not located in an historic district.
