13-059 - RFP: Case Management & Supportive Services

The City of Springfield, in cooperation with the Springfield Housing Authority (SHA), is requesting proposals from qualified responders to assist in the development, coordination and implementation of a case management program for the South End Choice Neighborhoods Initiative (CNI).

Employing a comprehensive approach to neighborhood transformation, the CNI program aims to transform neighborhoods by revitalizing obsolete public and/or assisted housing and investing and leveraging investments in well-functioning services, high quality public schools and education programs, high quality early learning programs and services, public assets, public transportation, and improved access to jobs. A critical component of the South End CNI initiative is a case management program designed to help Marble Street and Outing Park residents achieve self-sufficiency and economic independence, to the greatest extent possible by offering an array of supportive service options, such as early education and after school programs, employment preparation and training, health services, etc.

While the exact nature of the CNI program is undefined at this time, the City anticipates that the case management component will include a combination of direct service provision and coordination of, and referral to, services that are targeted to each resident. The selected organization will be hired under a contract for a 4.5 year term renewable for one year at the City's option. The provision of these services is contingent upon the award of a Choice Neighborhoods Implementation grant.

Sealed responses to this solicitation will be received by the City of Springfield until 2:00 p.m. local time on Friday, October 5, 2012.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
