SPG 12-396 - RFP: For An Enterprise Application Developer

The School Committee of the City of Springfield wishes to obtain the services of qualified contractor to act as an Enterprise Application Developer for the Springfield Public Schools Department. The contractor shall be responsible for designing, coding, testing, de-bugging, deploying, integrating, maintaining and documenting software applications as further specified in the RFP package.
The contractor shall bill the Springfield Public Schools monthly, on an hourly basis, for services provided at days and times to be mutually agreed upon by the Contractor and the SPS Director of Information Systems. Estimated cost is $100,000.00 per year.
The term of the contract shall cover the time period between July 1, 2012 and June 30, 2013. This contract shall include an option to renew for two additional one-year terms.
The proposer shall submit evidence of the following qualifications:
• Demonstrated successful experience with City of Springfield municipal department systems, databases, and systems integration
• Experience with payroll systems migration
• Experience with Tyler MUNIS Payroll System, City of Springfield Payroll
• Experience with City of Springfield Budget/Funding Procedures and Coding
• 10 + years experience with application development and systems integration
The Chief Procurement Officer reserves the right to accept any bid, to reject and/or all bids and to waive minor irregularities and/or formalities as it deems to be in the best interest of the City.
This Request for Proposal is in accordance with M.G.L. Chapter 30B.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.
