12-125 - RFP: Medicaid Billing and Collection Services for Springfield Public Schools

End date: Tuesday October 11, 2011 at 2 p.m.

Bid documents and specifications will be available at no charge through two channels beginning September 26, 2011 at 9:00 A.M.

1. Online at www.comm-pass.com by selecting the Solicitation tab and using the Browse All Open by Entity (City of Springfield) option at any time 24 hours a day, seven days a week.

2. In person at the Office of Procurement, 36 Court Street, Room 405, Springfield, MA 01103 during normal business days, Monday through Friday between 8:30 AM and 4:00 PM. Please refer to the bid number and the opening date when inquiring. This bid is subject to M.G.L. c. 30B.

The School Committee of the City of Springfield wishes to obtain the services of a qualified contractor to recover retroactive and prospective reimbursements from Third party payers, particularly the Federal Medicaid Program and private insurance companies, for medical services which it has provided to school children enrolled in the Springfield Public Schools.

The City of Springfield is eligible to receive Medicaid reimbursement under the Medicaid Catastrophic Coverage Act of 1988. The School Department has been approved as an official Medicaid provider.

The total enrollment in the Springfield Public Schools was 25,469 in grades Pre-K through 12 as of October 1, 2010.

The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

All questions regarding bid or its specifications must be received by the Office of Procurement business no later than seven (7) (October 3, 2011) days prior to deadline for proposal submittals.
