11-388 - RFQ - LEAD Partner to Manage and Operate Commerce High School

The City of Springfield, MA., acting by and through the Springfield Public Schools, seeks to enter into a contract for up to three years, beginning in Fiscal Year 2012 (July 1, 2011), with a LEAD PARTNER to manage and operate the High School of Commerce.

This Request for Qualifications (RFQ) is issued under the Department of Elementary and Secondary Education (DESE) Contract #10APAJP1. The City seeks proposals and price quotes from Providers who are approved by DESE as \"LEAD Partners\" under Contract #10APAJP1.

While the selected LEAD PARTNER will have managerial and operational control over the school, subject to the legal authority of the School Committee and the Superintendent, \"the Springfield Public Schools "shall remain the employer of record." The LEAD PARTNER must have a "demonstrated record of success in improving low-performing schools or the academic performance of disadvantaged students."

The goal of the selected LEAD PARTNER shall be to dramatically improve the engagement and academic performance of the students of the High School of Commerce on a multitude of outcomes indicators, both in the aggregate and for key sub-groups (low-income, special education, Limited English Proficient, African-American, Latino).

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
