11-379 - RFP:License for Land Use of North Riverfront Park
End date: Wednesday September 14, 2011 at 2 p.m.The City of Springfield is the owner of a parcel of land to be designated as NORTH RIVERFRONT PARK The Park consists of approximately 3.4 acres, abutting the Connecticut River (a navigable river) and contains land abutting the Connecticut River, a building, parking area, and a boat ramp. The Park is in and abutting the Connecticut River Walk and Bikeway. The anticipated occupancy date for the Park is early Spring 2012.
It is the purpose and intent of this RFP to receive proposals for future, long term use of the Park. It is the desire of the City that the proposals provide for increased public use of the Park by many and diverse elements of the City's population, public access to the river, and positive programs for City residents. Additionally, it is the desire of the City that the Park be developed in a manner that results in a long term positive economic impact on the City, decreases the need for long term and significant financial obligations of the City, and integrates and complements use of the Connecticut River Walk and Bikeway.
MANDATORY Site Visits at North Riverfront Park, 121 West Street, Springfield MA on Monday, July 18 at 10:00 a.m. to Noon and Wednesday, August 17th, 2011 at 10:00 a.m. to Noon. At that point any potential bidders will be able to review the current facilities on the grounds of North Riverfront Park. Proposers will meet with Margaret Cahillane to answer any questions regarding the site. All questions asked must be in writing and sent to the attention of the Chief Procurement Officer no later than the close of business on Wednesday, August 31, 2011.
The City of Springfield ("City") is the owner of a parcel of land to be designated as NORTH RIVERFRONT PARK ("Park"). The Park consists of approximately 3.4 acres, abutting the Connecticut River (a navigable river) and contains land abutting the Connecticut River, a building, parking area, and a boat ramp. The Park is in and abutting the Connecticut River Walk and Bikeway. A sketch of the parcel and certain descriptive information is attached as Attachment B. The anticipated occupancy date for the Park is early Spring 2012.
During summer and autumn of 2011, the City will be working to replace the building roof and perform certain sewer work. ALL INTERIOR BUILDING MODIFICATIONS, INCLUDING IT, DATA, TELEPHONE, COMPUTER, SECURITY INSTALLATIONS, AND ALL OTHER MODIFICATIONS TO THE PREMISES SHALL BE THE SOLE RESPONSIBILITY AND EXPENSE OF THE SUCCESSFUL VENDOR AND SHALL BE SUBJECT TO APPROVAL BY THE EXECUTIVE DIRECTOR OF PARKS, BUILDINGS, AND RECREATION MANAGEMENT IN HIS SOLE DISCRETION.
During the past ten years, this parcel has been leased to a commercial operation with limited or no public accessibility. It is the purpose and intent of this RFP to receive proposals for future, long term use of the Park. Additionally, it is the desire of the City that the Park be developed in a manner that results in a long term positive economic impact on the City, decreases the need for long term and significant financial obligations of the City, and integrates and complements use of the Connecticut River Walk and Bikeway.
It is the desire of the City to continually improve the use of its property and to provide high-quality services at an affordable price. To achieve this desire, the City will award a contract, if at all, to the Proposer the City determines has provided the Proposal, taken as a whole, that the City determines to be most advantageous and of the most value to the City.
Each proposal will be considered as a whole. The proposal offering the most items or the highest revenue to the City may not necessarily be the most advantageous proposal.
The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
