11-296 - RFP: Development of 1200 West Columbus Avenue

The Springfield Redevelopment Authority (hereafter SRA), acting by and through the City of Springfield (hereafter CITY) is requesting proposals for the reuse of 1200 West Columbus Avenue. The City/SRA will entertain all offers that match and/or exceed the City/SRA's determination of the minimum lease per square foot for this property.

The City's goal is that any development at this site be compatible with the character of Springfield riverfront and enhance the positive qualities of the Downtown, South End, and surrounding neighborhoods It is a further goal that proposals for the Property be economically viable and demonstrate an ability to generate activity that would further benefit the greater Springfield community.

The redevelopment of 1200 West Columbus Avenue site is an important piece in the overall redevelopment plan for Springfield's South End. The City has invested heavily in the South End neighborhood and there are ongoing efforts to revitalize the area through the South End Revitalization Project (for more information, please visit the South End Revitalization Coalition website www.Springfield-MA.gov/SouthEndProject. Most recently, the City invested $4 million dollars in significant streetscape improvements to Main Street and new residential sidewalks.

The property is located in South End neighborhood. The section of the neighborhood where the property is located is primarily commercial. There are two primary commercial corridors nearby this property, East Columbus and the Riverfront to the west, and Main Street to the east of the site. The Riverfront is characterized by mid to high-end restaurants, an LA Fitness Center, and one of the City's main attractions, the Naismith Memorial Basketball Hall of Fame. The Main Street corridor is characterized by numerous small stores, Italian specialty markets, and office space. The site is centrally located with direct access to both Interstate 91 and Interstate 291. The Mass Pike is also within a short driving distance.

The South End neighborhood is adjacent to downtown Springfield which houses many of Springfield's cultural amenities. These amenities include Symphony Hall, City Stage, the Library & Museums at the Quadrangle and the new MassMutual Convention Center. Also, within short walking distance from the site is one of Springfield's largest parks, the Connecticut River Walk & Bikeway. Given the location of this site and its proximity to many of Springfield's numerous assets, the city believes that this site offers a unique opportunity for redevelopment.

The Property is being offered subject to the process outlined within this RFP and the City reserves the right to reject any or all redevelopment proposals. While all information furnished herein was gathered from sources deemed to be reliable, no representation or warranty is made as to the accuracy or completeness.

All Proposers are instructed that the lease of the property is for an initial period of five (5) year period with an option to renew for an additional five (5) year period at the same contractual rate determined after negotiations and a final option to renew for another five (5) year period at the sole discretion of the SRA.

The City is interested in proposals that utilize the property in such a way that enhances and serves the visitors to the adjacent Basketball Hall of Fame and the other adjacent uses.

1200 West Columbus Avenue is a 4,100 square foot building zoned under the West Columbus Avenue Urban Renewal Plan. The property is located in the South End Neighborhood along the riverfront and Interstate 91. Until recently, the building housed the William Sullivan Tourist Information Center. The site has been unoccupied since November 2009.

All Proposers shall be subject to all restrictions and controls as stipulated in the West Columbus Avenue Urban Renewal Plan, all deed restrictions and all applicable zoning and City ordinances.

All proposals shall include a provision that restricts the serving of any alcoholic beverages at the property to the hours of 11:00 a.m. and 11:30p.m. Said provision shall be made bold and underlined in such proposal. The Proposer will be responsible for acquiring all applicable licenses.

SITE VISIT: The property will be available for inspection by potential Proposers on Tuesday, March 22, 2011 from 11:00AM to 12:00PM, and on Thursday, March 24, 2011 from 1:00PM to 2:00PM.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 10 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
