11-209 - Services: Mowing, Clearance and Debris Removal

The City of Springfield is requesting bids for lot mowing/clearance and debris removal for various properties throughout the City of Springfield. The Office of Procurement of the City of Springfield, Massachusetts acting through the Chief Procurement Officer, the Executive Director of the Department of Parks, Buildings and Recreation Management (DPBRM) and/or Director of the Office of Housing (OH), issues this Invitation for Bid to contractors who have an interest in furnishing all equipment and labor for lot mowing and lot greening, mowing and debrushing roadside vegetation, and debris removal for the City.

The City hereby requests sealed bids for mowing, clearing, debris removal services for the period March 1, 2011 to April 30, 2012. The City reserves the right at its sole discretion to renew this Agreement for an additional two (2) one (1) year terms. This contract is estimated at $200,000.00/year.

The contract or services detailed within may be awarded to more than one bidder at the sole discretion of the City of Springfield. In addition the City of Springfield reserves the right to award portions, or all, of the contract.

General Bidders may obtain a complete set of specifications and bid package at www.biddocsonline.com (may be viewed electronically and hard copy requested) or picked up at Nashoba Blue, Inc. at 433 Main Street, Hudson MA 01749 (978-568-1167). Hard copies of the solicitation will be mailed for a payment of $20.00 (non-refundable). Payment shall be electronic (online) or via certified check payable to: BidDocs Online, Inc. Checks are to be mailed to BidDocs Online, Inc., PO Box 51, Groton, MA 01450.

To be given consideration general bids must include the following:

• Collusion or Fraud Statement
• Tax Certification Affidavit
• Debarment Disclosure Form
• 5% Bid Bond
• OSHA Training Form

b). EQUAL EMPLOYMENT OPPORTUNITY

• Minority/Women Business Enterprise Program (MWBE) - NOTE - All Bidders for the General Contract MUST COMPLETE and submit with the bid ALL DOCUMENTS list in the MWBE Checklist, Section "A" - Forms for General Bidder

c). SPRINGFIELD RESPONSIBLE ORDINANCE

Springfield Responsible Ordinance Packet - Note all Bids over $250,000.00 in total of three (3) years must submit ALL Documents listed in the Responsible Ordinance Checklist packet. This bid and the resulting contract are subject to the requirements of Springfield Ordinances 4.14 and 4.15 (Responsible Employer Ordinances). Bidders are advised to pay close attention to the Ordinance Packet included in the bid documents and to meet the requirements of the Ordinances.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 10 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
