10-461 - RFP: Development, Use and Management of Putnam High School Banking Center

Roger L. Putnam Vocational Technical High School wishes to obtain the services of a local banking and financial institution to develop and manage a banking center to be located within the new Putnam High School. This facility will be used as a hands-on training site for students in the Retail, Marketing and Finance program. The selected institution must not only agree to operate a for profit bank within the school serving the general public and the school population during their normal hours of operation, but also possess a willingness to explore an expansion of the experiment to an early morning period and/or other hours beyond typical banking period.

1) The term of the Contract shall cover the time period from September 1, 2012 to June 30, 2017.

1st Year: September 1, 2012 through June 30, 2013
2nd Year: July 1, 2013 through June 30, 2014
3rd Year: July 1, 2014 through June 30, 2015
4th Year: July 1, 2015 through June 30, 2016
5th Year: July 1, 2016 through June 30, 2017

The contract may be renewed for two additional five (5) year terms upon the mutual agreement of both parties.

The City hereby requests competitive sealed proposals in accordance with Massachusetts General Laws Chapter 30B. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.

All questions regarding bid or its specifications must be received by the Office of Procurement no later than May 28, 2010 by 4:00 P.M.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
