10-347 - Lease of Franconia Golf Course Clubhouse Concession

This request for proposals (RFP) is a disposition of real property by lease subject to MGL c. 30B. The City expects to contract with the qualified bidder offering the most advantageous proposal, taking into consideration price and the evaluation criteria of the RFP.

The Department of Parks, Buildings and Recreation Management (DPBRM), Parks Division requires an experienced, qualified concessionaire lessee to operate the Franconia Golf Course clubhouse concession at 619 Dwight Road, Springfield 01108, for the golf season. A minimum of five years relevant experience must be documented. The initial contract term is one year but the City retains options to renew the agreement for up to three years. A minimum bid for the annual lease contract is set at $18,000 per year.

The selected vendor will operate the food and beverage concession and be responsible for upkeep and maintenance of the leased property as described in the specifications.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
