10-300 - RFP: Development, Use and Management of Putnam High School Banking Center

End date: Monday January 25, 2010 at 2 p.m.

Roger L. Putnam Vocational Technical High School, located at 1300 State Street, Springfield, MA wishes to obtain the services of a local banking and financial institution to develop and manage a banking center to be located within the new Putnam High School. This institution will serve as a training facility for Putnam students as well as serving the financial needs of the students, staff and faculty of Putnam and the general public. The bank will be responsible for the build-out costs and construction process for the space as well as the staffing and operation of the facility as a training site and a for-profit banking outlet. Any construction project on a Municipal building must abide by Massachusetts General Laws Chapter 149. The City will offer advice regarding procurement procedures.

The term of the Contract shall cover the time period from September 1, 2012 to June 30, 2015.
o 1st Year: September 1, 2012 through June 30, 2013
o 2nd Year: July 1, 2013 through June 30, 2014
o 3rd Year: July 1, 2014 through June 30, 2015
With option to renew for two (2) additional years.

A Pre-Bid Conference will be held on Wednesday, January 15, 2010 at 1:00 P.M. at Putnam Vocational High School's Media Center, Room D-300, 1300 State Street, Springfield, MA 01109. Contact: Fred Carrier, Sr. Vocational Administration at 413-787-7383.

The City hereby requests competitive sealed proposals in accordance with Massachusetts General Laws Chapter 30B. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.

All questions regarding bid or its specifications must be received by the Department of Purchase business no later than January 20, 2010 by 4:00 P.M.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
