10-228 - RFP: Disposition of Indian Motocycle and Mason Square Fire Station Properties
End date: Thursday January 21, 2010 at 2 p.m.The City of Springfield, acting with the cooperation of Massachusetts Housing Finance Agency hereby issues a Request for Proposals (\\\"RFP\\\") from interested and qualified parties for the disposition and redevelopment of Indian Motocycle \\\"A\\\", to be acquired by MassHousing prior to its disposition to the successful proposer through this RFP, and Indian Motocycle \\\"B\\\" and the Mason Square Fire Station, both now owned by the City, located on State Street in Springfield, Mass.
This RFP is to solicit proposals for the Redevelopment Project in accordance with Massachusetts General Laws, Chapter 30B.
The Redevelopment Project site (\\\"Project Site\\\") includes five separate parcels situated on 3.7 acres at a high point on the State Street Corridor, overlooking the City to the west of Mason Square. The site has frontage along State Street to the north and Wilbraham Road to the south.
The Project Site\\\'s five parcels are located on the south side of State Street in Springfield, within the City\\\'s recently approved Growth District and directly at the intersection of State Street and Wilbraham Road, in the heart of Mason Square.
Mason Square is a subset of four city neighborhoods bordering State Street. These neighborhoods include McKnight (Census Tract 25013801300), Bay, (Census Tract 25013801401), Upper Hill (Census Tract 25013801700) and Old Hill (25013801800).
The Project Site overlooks Mason Square, which is being upgraded as part of the $16 million State Street Corridor roadway enhancement project. It is zoned Business A, which accommodates general business district activities that serve an area larger than the immediate one. The site is located in the Winchester Square Historic District, a National Register historic district. The Mason Square Fire Station is listed on the National Register of Historic Places and the Massachusetts State Register of Historic Properties and is the subject of a Preservation Restriction Agreement. This information is available for review by prospective proposers, subject to the conditions set forth in Section 3 above for Available Reports.
The Project Site includes both an improved section (MassHousing\\\'s Indian Motocycle \\\"A\\\") and an unimproved section (the City\\\'s Indian Motocycle \\\"B\\\") of the single five-story, U-shaped original Indian Motocycle Company factory. After the Indian Motocycle Company relocated and closed in 1953 the factory building remained vacant until its partial substantial rehabilitation and conversion to apartment use in 1987. The redeveloped section since has been known as Indian Motocycle Apartments (or Indian Motocycle \\\"A\\\").
The buildings will be open and available for viewing on November 20, 2009, from 10 a.m. to noon, and also on December 1, 2009, from 2 to 4 p.m. All interested parties are encouraged to attend one of these walk-throughs as these will be the only opportunities to view the buildings during the solicitation process. Interested parties who plan to attend a walk-through are required to register 24 hours in advance by e-mailing bconnors@springfieldcityhall.com.
